In a decisive move to address growing concerns over the new university funding model, President William Ruto established a technical committee to review the controversial framework that has sparked widespread student demonstrations.
During a press briefing on Monday, Ruto remarked, “We are committed to ensuring that all students feel included in our education financing system. This committee represents a vital step towards achieving that goal.”
The committee, led by Professor Japheth Ntiba, will analyze various aspects of the funding model, including the classification of students for scholarships and loans. The formation follows significant backlash from students who felt marginalized by the current model. A gazette notice officially appointing the National Working Committee was published shortly after the announcement.
The President detailed the committee’s structure, which will include representation from student associations and educational experts. “It’s important that the voices of students are heard in this process,” Ruto emphasized.
The review will focus on four main areas: refining the funding model for universities and Technical and Vocational Education Training (TVET) institutions, addressing appeals related to student categorization, restructuring student loans, and evaluating the costs associated with university academic programs.
Prominent leaders, including Karuti Kanyinga and Walubengo Waningilo, have been appointed as co-chairs for specific workstreams. With these changes, Ruto aims to revitalize the financing of higher education in Kenya, promoting equity and accessibility for all students.
